Regions are now not only administrative units, but also full-fledged, self-sufficient, major players in the labor market. There is a paradigm shift in the perception of the region, the subject authorities form a unified agenda, develop and implement a system of assessment and development of human resources not only in state and municipal authorities, but also influence the personnel policy of major projects and enterprises located on its territory.
Questions for discussion:
• What are the most effective models of human resource development in the region?
• How can the region build the right HR policy?
• Where to find a balance in interaction with large employers in the region? Does the region set the tone or act as a service?
