1979: graduated from the Faculty of Industrial and Civil Engineering, Tyumen Engineering and Construction Institute.
1979 - 1984: worked as a foreman, then construction superintendent, principal engineer, Head of Construction and Assembly Department No. 3 of Tomskneftestroi Trust of Tomskneft Production Association.
1983: graduated from the Faculty of Industrial Production and Construction Arrangements, Gorky Engineering and Construction Institute.
1985 - 1987: Deputy Head, NGDU (oil and gas production division) "Vasyugan Neft" of Tomskneft Production Association.
1987 - 1994: Director, Tomskneftestroi Trust, Tomskneft JSC.
1991: graduated from the Academy of National Economy in Kiel (Germany).
1994: General Director, Tomskgaz JSC, Tomskgazprom JSC.

7 February, 2012: President Dmitry Medvedev nominated Mr.Zhvachkin to be appointed as Governor of Tomsk Region by Tomsk Region Duma.
February 15, 2012: Tomsk Region Duma appointed Mr. Zhvachkin Governor with 32 out of 39 votes.
The inauguration took place on March 17.
