Elena Chernyakova — Chairman, Federal Compulsory Medical Insurance Fund
Born on December 21, 1969 in the city of Kazan.
In 1997, she graduated from the Moscow State University of Commerce.
In 1991-1995 she worked as economist, accountant, chief accountant of production units of KAMAZ JSC.
In 1995-2001 she held the posts of deputy chief accountant, head of service, chief accountant of the Industrial Housing Maintenance Department of the city of Naberezhnye Chelny.
In 2001-2011, she was Deputy Chief Accountant of the Department of the Ministry of Construction, Architecture and Architecture of the Russian Federation. - From 2001 to 2011, she was Head of Department of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, then Deputy Director of the Center for Economic and Social Research under the Cabinet of Ministers of the Republic.
In March 2011 she was appointed Deputy Director of the Department of Budget Policy and Methodology of the Ministry of Finance of the Russian Federation.
From 2011, she was Director of the Department of Information Resources of the Russian Ministry of Finance, then she headed the Department of Information Technology in the management of state and municipal finances and information support of the budget process of the Russian Ministry of Finance.
On March 13, 2020, she was appointed Chairperson of the Federal Compulsory Medical Insurance Fund, in accordance with Decree No. 600-r of the Government of the Russian Federation of March 13, 2020.
E. Chernyakova has the class rank of Acting State Counsellor of the Russian Federation, 3rd Class.
Awarded a medal of the Order "For Merit to the Fatherland" II degree. Holds a commendation from the President of the Russian Federation and the Minister of Finance of the Russian Federation. Also awarded with the Certificate of Merit of the President of the Russian Federation, the Certificate of Merit of the General Prosecutor of the Russian Federation, and the Medal "For Assistance to the Federal Tax Service" of the Federal Tax Service.
Holds a number of awards from federal and regional authorities of the Russian Federation.
Honored Economist of the Republic of Tatarstan.
