He has been an employee of the Federal Agency for Government Communications and Information since 1994. Captain in the reserve of the Russian Armed Forces.
In 1999 - 2002 he worked in commercial structures.
From 2002 he worked in the department for organization of licensing work of the Ministry of Communications and Informatization of the Russian Federation, first as head of department for preparation of materials for licensing commission for electrical and postal communications, from 2003 he was deputy head of the department.
From July 2004 - head of the department for licensing work of the Federal Service for Supervision of Communications.
Since June 2007 he has been head of the department for licensing work in the field of communications of the Federal Service for Supervision of Mass Communications, Communications, and Protection of Cultural Heritage.
In November 2008 he was appointed deputy director general of the Radio Research Institute.
From June to November 2009 he was head of the department of state regulation of communications and the department of industry and infrastructure of the Government of the Russian Federation.
From November 2009 he was head of the Department of State Regulation of Communications and the Department of Information Technology and Communications of the Government of the Russian Federation.
In May 2012 he was appointed assistant to the head of the Federal Service for Supervision of Communications, Information Technology and Mass Media.
In September 2012 he became deputy head of Roskomnadzor.
Since May 2020, he has been Vice President for Government Relations at VimpelCom.
