Ilya Sheburakov — Dean of the Faculty of Assessment and Development of Management Personnel of GSPM, RANEPA
Graduated from the Leningrad Higher Military-Political School of Air Defense named after Yu.V. Andropov in 1992, served for two years as deputy commander of a separate radar company for work with personnel, until he retired due to the reduction of the Russian Armed Forces.
In 1997, he graduated from the Moscow State Law Academy.
In 2002, Mr Kuznetsov defended his Candidate's thesis on psychology at the Russian Presidential Academy of State Administration. His expertise in human resource management is multifunctional (search, selection, motivation, performance evaluation, career management and staff development, corporate culture development, HR system audit, HR needs assessment and headcount optimization, etc.). He has been actively involved in issues of personnel management in the civil service since 2004. He is the author of more than 60 scientific and other works in this area. He is one of the key authors of the General Concept of the Management Personnel Reserve in the Russian Federation. Member of the Expert Council of the Leaders of Russia national managerial contest.
Worked as a psychologist, including about six years with the customs authorities (major in customs service). He applied the knowledge and skills he received in the field of organizational psychology to the sphere of personnel consulting, which he has been engaged in since 2002.
Since 2003 he has been working in the Academy system, headed the Department of Personnel Management in the Vologda branch of the North-West Academy of Public Service (then Russian Academy of National Economy and Public Administration), was the deputy director of the branch for science, headed LLC "Center for State and Municipal Consulting", received methodological training in business trainings, actively conducted trainings.
Since 2015 he has been working at the Moscow campus of the Academy.
